Lishui, China, Implements Eight Measures to Improve the Welfare of Delivery Riders

Lishui, Zhejiang Province, China – In a bid to fostera harmonious relationship between delivery riders, property security guards, and community workers, the Lishui Municipal Committee of the Communist Party of China (CPC) has announced eight measures toimprove the welfare of delivery riders. The initiative, spearheaded by the Lishui Municipal Social Work Department in collaboration with the Lishui Municipal Market Supervision Bureau,the Lishui Municipal Construction Bureau, and other relevant departments, aims to address the challenges faced by delivery riders in their daily work.

The eight measures include:

  1. Implementing a One-Code Pass system for delivery riders: This system allows riders to access residential communities with ease through a single QR code or facial recognition, reducing the time spent on registration and entry.
  2. Improving dispute resolution mechanisms: The initiative aims to streamline the process for resolving disputes between deliveryriders and property security guards, establishing a Street and Township Whistle-blowing, Department Reporting mechanism to ensure efficient and coordinated handling of conflicts.
  3. Building and utilizing service facilities: Lishui is committed to providing convenient and comfortable rest stops for delivery riders. By the end of 2024, five model service facilities will be constructed in the city center, and 13 existing facilities will be upgraded. These facilities will offer services such as drinking water, hot meals, and charging stations.
  4. Strengthening community service mechanisms: The initiative encourages delivery riders to participate in community governance by integrating them intolocal volunteer programs. For instance, the Chengbei Community in Songyang County has established a volunteer service points system, allowing delivery riders to exchange points earned through volunteering for essential goods, public courses, and household services.
  5. Supporting the enhancement of riders’ education and skills: The initiative encourages delivery riders to pursuefurther education and skill development, empowering them with new knowledge and opportunities for career advancement.
  6. Guaranteeing the rights and interests of delivery riders: The initiative emphasizes the importance of protecting the rights and interests of delivery riders, ensuring fair treatment and working conditions.
  7. Organizing heartwarming service campaigns: The initiativewill organize a series of events and activities aimed at enhancing the well-being and morale of delivery riders, fostering a sense of community and appreciation for their contributions.
  8. Promoting the reform and development of the delivery industry: The initiative aims to create a more supportive and sustainable environment for the delivery industry, fostering innovation and growthwhile ensuring the welfare of delivery riders.

Addressing the Last Mile Challenge

The initiative specifically addresses the last mile challenge faced by delivery riders, where gaining access to residential communities has become a point of contention between riders and property management. To facilitate smoother delivery operations, Lishui has implemented the One-Code Pass system, allowing riders to enter communities seamlessly. In gated communities, a one community, one policy approach will be adopted, based on the recommendations of the residents’ committee. This approach may include options such as delivery by property management staff or self-collection of packages.

Providing Rest and Supportfor Riders

Recognizing the challenges faced by delivery riders in finding suitable resting spots, Lishui is investing in the development of service facilities. These facilities will provide a safe and comfortable environment for riders to take breaks, recharge their devices, and access essential services.

Integrating Riders into Community Life

Theinitiative goes beyond providing practical support by encouraging delivery riders to actively participate in community life. By integrating them into volunteer programs, the initiative fosters a sense of belonging and encourages riders to contribute to the well-being of their communities.

A Comprehensive Approach to Rider Welfare

The eight measures announced by Lishui represent a comprehensive approachto improving the welfare of delivery riders. By addressing various aspects of their work and life, the initiative aims to create a more supportive and equitable environment for this essential workforce.
