Introduction

Background

The suspects, identified as Qin, et al., were operating in Cambodia since June 2023. They targeted hundreds of individuals in China, luring them with promises of part-time jobs and loan services. They then transferred funds through credit card transactions and purchased virtual currencies, thereby laundering the proceeds of cyber fraud and other upstream crimes. The suspects非法获利 (illegally profited) by doing so.

The Investigation

The Shanghai Police Bureau’s Jiading District Branch initiated legal proceedings against Qin and others in September 2023. To evade law enforcement, the suspects frequently changed their residence in Cambodia. In response, the Ministry of Public Security’s Fox Hunt Office stepped up its guidance and cooperation with the Cambodian law enforcement authorities. The Shanghai police, through international police cooperation channels, informed the Cambodian authorities about the suspects and requested their extradition.

In June 2024, the Cambodian law enforcement authorities apprehended the five suspects and decided to extradite them to China. On September 6, 2024, the Fox Hunt task force of the Ministry of Public Security repatriated the suspects.

The Fox Hunt action is a large-scale operation initiated by the Ministry of Public Security to target economic fugitives. The campaign has been successful in bringing back many economic fugitives from various countries, including the United States, Canada, and Cambodia.
