In a significant move to address the shortage of domestic workers in Seoul, the South Korean capital has officially launched a pilot program aimed at providing professional foreign domestic services. The program has begun with 100 Filipino workers, who have been formally employed to assist with household tasks and childcare.

The pilot project, spearheaded by the Seoul Metropolitan Government, represents a strategic initiative to diversify the domestic service workforce in the city. The first batch of Filipino workers, numbering 100, arrived in South Korea on August 6, following a rigorous selection process and a four-week training program. The training included not only professional domestic services skills but also Korean language proficiency, training on preventing sexual harassment, and industrial safety protocols.

Training and Qualifications

The selected workers underwent comprehensive training to ensure they are capable of handling various domestic tasks while adhering to local laws and regulations. The training aimed to equip them with skills for tasks such as childcare, light housekeeping, and basic cleaning, all while prioritizing the safety and well-being of children in their care.

Employment and Eligibility

Out of the 731 families who had applied for domestic services, 142 were randomly selected to participate in the pilot program. The majority of these families (81%, or 115 households) were dual-income households. Other eligible families included those with pregnant women (8.5%), families with multiple children (7.7%), and single-parent households (2.8%).

Job Responsibilities

Under the guidelines set by the Seoul Metropolitan Government, the Filipino domestic workers are primarily tasked with childcare-related duties. They can also assist with simple cleaning tasks and help adults with laundry, provided these activities do not compromise the safety and well-being of the children. However, the program does not include tasks such as caring for the elderly, cooking for adults, washing clothes by hand, grocery shopping, or cleaning appliances.
