工信部暂停钢铁产能置换方案 公示、公告新方案将被视为违规
中新网8月23日电 据工信部网站消息，工业和信息化部办公厅近日发布关于暂停钢铁产能置换工作的通知，自8月23日起，暂停公示、公告新的钢铁产能置换方案。
通知指出，《钢铁行业产能置换实施办法》(工信部原〔2021〕46号)实施以来，钢铁行业通过产能置换，在行业改造升级、结构调整、布局优化和兼并重组方面取得了积极成效。然而，政策执行不到位、监督落实机制不完善、与行业发展形势和需求不相适应等问题依然存在。
当前，钢铁行业供需关系面临新挑战，绿色低碳、结构调整、布局优化、兼并重组等对产能置换政策提出了新要求。为进一步深化钢铁行业供给侧结构性改革，完善钢铁行业产能置换政策，工业和信息化部将对钢铁产能置换办法进行修订。
通知明确，各地区自2024年8月23日起，暂停公示、公告新的钢铁产能置换方案。未按通知要求，继续公示、公告钢铁产能置换方案的，将视为违规新增钢铁产能，并作为反面典型进行通报。
工业和信息化部将会同有关方面加快研究修订钢铁产能置换办法，进一步健全完善产能置换政策措施，广泛征求各有关方面的意见建议后印发实施。
业内人士分析，暂停公示、公告新的钢铁产能置换方案，意味着工信部将对现有政策进行更深入的评估和修订，以更好地适应当前钢铁行业发展的新形势和新需求。

BEIJING, Aug. 23 (Xinhua) – The Ministry of Industry and Information Technology (MIIT) has announced the suspension of new steel capacity replacement programs, effective fromAug. 23, according to a notice released by the MIIT’s General Office.
The notice stated that since the implementation of the “ImplementationMeasures for Steel Industry Capacity Replacement” (MIIT Original [2021] No. 46), the steel industry has achieved positive results in industry transformation and upgrading, structural adjustment, layout optimization, and mergers and acquisitions through capacityreplacement. However, problems such as inadequate policy implementation, imperfect supervision and enforcement mechanisms, and misalignment with industry development trends and needs still exist.
Currently, the steel industry is facing new challenges in terms of supply and demand. Green andlow-carbon development, structural adjustment, layout optimization, and mergers and acquisitions have put forward new requirements for the capacity replacement policy. To further deepen the supply-side structural reform of the steel industry and improve the steel capacity replacement policy, the MIIT will revise the “Implementation Measures for Steel Industry Capacity Replacement.”
Thenotice clarified that all regions should suspend the public announcement and notification of new steel capacity replacement programs from Aug. 23, 2024. Any region that continues to announce or publicize steel capacity replacement programs without following the notice will be considered as illegally adding steel capacity and will be reported as a negative example.
