新华社北京2024年8月10日电 今年是巩固拓展脱贫攻坚成果同乡村振兴有效衔接的关键一年。农业农村部昨天发布，今年以来，经过各方面协同发力，脱贫攻坚成果得到持续巩固拓展，牢牢守住不发生规模性返贫底线。
今年以来，防止返贫监测帮扶机制有效运行。有监测帮扶任务的25个省份都调整了监测范围，并开展常态化监测帮扶。农业农村部指导受灾地区用好防止返贫“绿色通道”，对地震、洪涝灾害等突发情况出现返贫致贫风险的，实行先帮扶再完善手续，有效化解因灾返贫致贫风险。
农业农村部帮扶司副司长刘均勇表示，截至6月底，全国累计已有超过60%的监测对象稳定消除了风险，其余的也都落实了1到3项帮扶措施。新识别的48万人都落实了针对性的帮扶措施。
今年以来，就业帮扶举措持续强化。分省下达2024年度稳岗就业任务，深入开展防止返贫就业攻坚行动和“雨露计划+”就业促进行动，工资性收入对脱贫农民收入增长的拉动作用最大。
农业农村部帮扶司副司长刘均勇说，今年上半年，全国脱贫人口务工就业总规模达到3274.1万人，稳住了脱贫人口2/3以上的收入。
今年以来，产业帮扶举措不断推进。中央财政衔接推进乡村振兴补助资金用于产业发展的比重保持在60%以上，截至6月底，累计发放脱贫人口小额信贷1945.65亿元，推动新型农业经营主体与近3/4的脱贫人口建立利益联结关系。脱贫地区农村居民收入保持较快增长。
农业农村部帮扶司副司长刘均勇指出，今年上半年，脱贫县农村居民人均可支配收入达到7947元，同比增长7.1%，扣除物价因素实际增长6.8%，分别比全国农村快0.3和0.2个百分点。

This year, the monitoring and assistance mechanism for preventing poverty relapse has been effectively implemented. The 25 provinces with monitoring and assistance tasks have adjusted their monitoring scopes and conducted regular monitoring and assistance activities. The MARA has guided disaster-affected areas in the use of the “green channel” for preventing poverty relapse, implementing immediate assistance and then completing formalities for those who have fallen back into poverty or become impoverished due to sudden incidents such as earthquakes and floods, effectively resolving the risk of poverty relapse caused by disasters.

This year, employment assistance measures have been continuously strengthened. This year, measures for industrial assistance have been continuously promoted. The proportion of central financial funds for the connection and promotion of rural revitalization assistance used for industrial development has remained at more than 60%, and as of the end of June, a total of 19.4565 billion yuan in small loans for poverty alleviation populations has been issued, promoting new agricultural business entities to establish interest linkage relationships with nearly three-quarters of the poverty alleviation population. The income of rural residents in poverty alleviation areas has maintained rapid growth.
Liu Junyong, Deputy Minister of the MARA’s Department of Poverty Alleviation and Development, pointed out that in the first half of the year, the per capita disposable income of rural residents in poverty alleviation counties reached 7,947 yuan, an increase of 7.1% year-on-year, and an actual growth of 6.8% after adjusting for inflation, which were 0.3 and 0.2 percentage points faster than the rural areas nationwide, respectively.
