唐山通报“烧烤店打人案出警民警举报”：其反映问题均不属实
中新网8月6日电 据“唐山发布”微信公众号消息，8月5日，唐山市纪委、市公安局、市检察院、市法院等部门组成工作组，对唐山市公安局路北分局原民警陈志伟通过网络实名反映的问题进行核查。现将情况通报如下：
陈志伟在办理“06•10”烧烤店打人案件过程中，未按照办案规定处警执法，且在医院发现主犯陈继志后，故意不履行应当履行的职责，放任陈继志离开，造成恶劣社会影响，经依法审理，构成滥用职权罪，被判处有期徒刑1年1个月，判决后其未提出上诉。
关于陈志伟反映办案人员对其违规审讯、强定罪名、举报未反馈、申诉程序拖延等问题，工作组通过调阅卷宗、查看留置讯问录像、核对笔录、查阅陈志伟本人忏悔书、与有关人员谈话等方式进行了核查，其反映问题均不属实。关于其反映实际出警时间为10余分钟，被有关领导要求念稿“出警5分钟”问题，经核查，系其在采访前与处警人员(已依法处理)商议隐瞒后对外公布。

August 6, 2023 – According to a message from the “Tangshan Announcement” WeChat public account, on August 5, a working group composed of the Tangshan Municipal Discipline Inspection Commission, the Tangshan Municipal Public Security Bureau, the Tangshan Municipal People’s Procuratorate, and the Tangshan Municipal Court conducted an investigation into the issues raised by Chen Zhiwei, a former police officer of the Lutai District Branch of the Tangshan Municipal Public Security Bureau, who made a real-name online complaint. The following is the situation report:
During the handling of the “June 10, 2022” barbecue restaurant assault case, Chen Zhiwei did not conduct law enforcement according to the prescribed procedures and, after discovering the main perpetrator Chen Jiezhi in the hospital, intentionally failed to perform his duties, allowing Chen Jiezhi to leave, which had a severe impact on society. After a lawful trial, he was found guilty of abuse of power and sentenced to one year and one month in prison. After the judgment, he did not appeal.
Regarding Chen Zhiwei’s complaints about illegal interrogation, forced imposition of charges, lack of feedback on his report, and delayed appeal procedures, the working group verified his claims through reviewing case files, examining detained interrogation recordings, comparing transcripts, reading Chen Zhiwei’s own confession, and interviewing relevant personnel. It was found that all his complaints were unfounded. Regarding his claim that the actual response time was over 10 minutes but he was instructed by a superior to report a response time of 5 minutes, after investigation, it was found that he had agreed with the responding personnel (who have been legally dealt with) to conceal this fact before making it public.
This disclosure demonstrates the Tangshan municipal government’s firm stance on cracking down on lax enforcement and illegal and irregular behavior, as well as its firm determination to maintain social fairness and justice and to safeguard the lives and property of the people.
