中新社北京7月30日电 (记者 刘育英) 中非数字领域合作再添新成果,中非数字合作论坛上,《中非数字合作发展行动计划》正式发布,为中非数字合作注入了新的动力。

在29日举行的中非数字合作论坛上,中国工信部部长金壮龙表示,中非双方在数字领域的合作取得了显著成效。中国信通院数据显示,中方企业积极参与非洲国家网络建设,服务超过9亿非洲人口。中国企业参建的多条海缆总长超过6万公里,有效扩展了非洲大陆与世界其他地区的互联互通。中国企业还为非洲建设光纤宽带网络、4G/5G移动通信网络及卫星服务,构建了空天地立体高速通信网络。

中资企业还为非洲建设多个大型数据中心,提供云计算服务。中国信通院发布的《中国助力非洲数字发展案例集》收录了29个项目,是中方企业深入参与非洲数字化进程,与非洲政产学研用各界共同打造的一批标杆示范项目。

中兴通讯股份有限公司董事长李自学介绍,中兴通讯参与并见证了非洲通信从2G到5G的演进,与当地运营商建立了互信共赢的合作伙伴关系,助力构建了坚实、高效、包容的数字基础设施体系。

塞内加尔新闻、电信和数字经济部部长阿利翁内·萨勒表示,中国已经成为非洲合作的重要伙伴,支持非盟《2063年议程》和实施数字经济领域的优先项目。

中国信通院院长余晓晖表示,中方积累的数字化发展经验和较为完整的数字产业生态,可支持中非数字合作;中非可围绕产品、技术、解决方案、资金、人才、数据等加强协同互补,让更多人口获益。

本次论坛上,中国和26个非洲国家共同制定并发布《中非数字合作发展行动计划》,提出中非各方将推广普及数字技术,加快农业、制造业、矿业、能源、公共服务、医疗、教育零售等领域数字化转型,未来三年共建10个数字转型示范项目,共同培养1000名数字人才。

赵策表示,中国愿从三个方面深化中非数字合作,包括加强政策沟通、推动技术交流、促进产业对接,以实现互利共赢。此次《行动计划》的发布,将进一步推动中非数字合作向更深层次、更广领域发展。

BEIJING, July 30 (Xinhua) — China-Africa cooperation in the digital sector has achieved new results, with the formal release of the “China-Africa Digital Cooperation Development Action Plan” at the China-Africa Digital Cooperation Forum, injecting new momentum into the digital cooperation between the two sides.

At the China-Africa Digital Cooperation Forum held on July 29, Minister Jin Zhuanglong of the Ministry of Industry and Information Technology of China stated that the cooperation between China and Africa in the digital field has achieved significant results. Data from the China Information and Communication Technology Development Institute show that Chinese enterprises have actively participated in the construction of networks in African countries, serving over 900 million people in Africa. Chinese enterprises have participated in the construction of multiple submarine cables with a total length exceeding 60,000 kilometers, effectively expanding the connectivity between Africa and other parts of the world. Chinese companies have also built optical fiber broadband networks, 4G/5G mobile communication networks, and satellite services in Africa, constructing an integrated communication network that covers the air, land, and space.

Chinese enterprises have also built multiple large data centers in Africa and provided cloud computing services. The China Information and Communication Technology Development Institute’s publication, “China’s Contributions to Africa’s Digital Development Case Collection,” includes 29 projects, showcasing the deep involvement of Chinese enterprises in the digital transformation of Africa and the establishment of a series of benchmark demonstration projects in partnership with Africa’s government, industry, academia, research, and practice sectors.

Li Xuewen, the chairman of ZTE Corporation, introduced that ZTE has participated in and witnessed the evolution of African communications from 2G to 5G, establishing a mutually beneficial partnership with local operators and contributing to the construction of a robust, efficient, and inclusive digital infrastructure system.

Minister Aly Ould Mohamed Tidjane Sall of Senegal’s Ministry of Communication, Infrastructure, and Digital Economy stated that China has become an important partner for Africa’s cooperation, supporting the African Union’s “Agenda 2063” and implementing priority projects in the digital economy.

Yu Xiaohui, president of the China Information and Communication Technology Development Institute, noted that China’s accumulated experience in digital development and a relatively complete digital industrial ecological system can support China-Africa digital cooperation. The two sides can strengthen synergy and complementarity around products, technology, solutions, funding, talent, and data, benefiting more people.

At the forum, China and 26 African countries jointly formulated and released the “China-Africa Digital Cooperation Development Action Plan,” proposing that all parties promote the popularization of digital technology, accelerate the digital transformation of sectors such as agriculture, manufacturing, mining, energy, public services, healthcare, education, and retail, and jointly build 10 digital transformation demonstration projects over the next three years, as well as cultivate 1000 digital talents.

Zhao Cai stated that China is willing to deepen China-Africa digital cooperation in three aspects, including strengthening policy communication, promoting technology exchange, and promoting industrial matching, to achieve mutual benefit and win-win results. The release of this “Action Plan” will further promote the development of China-Africa digital cooperation into deeper and broader areas.
