Seoul, South Korea – South Korea’s Trade Commission, under the Ministry of Trade, Industry and Energy, announced on July 24th the imposition of provisional anti-dumping duties on hot-rolled steel plates (SPHC) imported from China and Japan, as well as single-mode optical fiber (SMF) originating from China.
The decision, reached during the 462nd meeting of the Trade Commission, follows a preliminary investigation initiated in March into imports of carbon steel and other hot-rolled alloy steel plates from China and Japan, and single-mode optical fiber from China. The commission preliminarily determined that these imports were being dumped and causing material injury to the domestic South Korean industry.
To prevent further damage to the domestic industries during the ongoing formal anti-dumping investigation, the Trade Commission has recommended to the Minister of Economy and Finance that provisional anti-dumping duties be levied. The proposed duties range from 28.16% to 33.57% on hot-rolled steel plates imported from China and Japan. Specific duty rates for Chinese-made single-mode optical fiber were also recommended.
The move underscores South Korea’s commitment to protecting its domestic industries from unfair trade practices. The investigation and subsequent imposition of provisional duties reflect concerns that Chinese and Japanese exporters are selling these products in South Korea at prices below their normal value, thereby harming local manufacturers.
The formal anti-dumping investigation is ongoing, and the Trade Commission will continue to assess the impact of these imports on the South Korean market. A final determination on whether to impose definitive anti-dumping duties is expected in the coming months.
This decision is likely to draw reactions from both China and Japan, potentially leading to further trade discussions and negotiations. The case highlights the increasing scrutiny of trade practices and the use of anti-dumping measures to safeguard domestic industries in a globalized economy.
