Seoul, South Korea – North Korean leader Kim Jong-un presided over the 12th Enlarged Plenary Meeting of the 8th Central Committee of the Workers’ Party of Korea (WPK) from June 21st to 23rd, according to the Korean Central News Agency (KCNA). The meeting, held in Pyongyang, aimed to review the implementation of major state policies for the first half of the year and recalibrate strategies for the latter half, as well as address challenges in achieving long-term development goals.
The KCNA report, released on June 24th, stated that Kim Jong-un delivered a programmatic speech during the plenary session, and resolutions were adopted. These documents will be published and distributed to party organizations at all levels, providing guidance for future actions.
The meeting comes at a crucial time, with North Korea facing a complex geopolitical landscape and internal economic challenges. The plenary session provided an opportunity for the WPK leadership to assess the progress made in various sectors and identify areas requiring further attention.
According to the report, the meeting focused on:
- Mid-term review of major state policies: Evaluating the effectiveness of policies implemented in the first half of 2024.
- Re-establishing work plans for the second half of the year: Adjusting strategies and setting new priorities for the remainder of the year.
- Addressing challenges in long-term development: Identifying and resolving obstacles hindering the implementation of long-term development plans.
While the specific content of Kim Jong-un’s speech and the adopted resolutions remain undisclosed to the public, speculation had arisen that the North Korean leader might address recent overtures from South Korean and U.S. leaders regarding improved inter-Korean relations and dialogue. However, the KCNA report did not mention any specific remarks related to these external relations.
The plenary meeting underscores the importance of internal policy review and strategic recalibration within the North Korean system. The decisions made during this session are expected to shape the country’s trajectory in the coming months, particularly in the context of ongoing economic challenges and evolving geopolitical dynamics.
