The suspect, a company employee residing in Tokyo’s Suginami ward, is accused of facilitating fraudulent activity during the December 2024 Nursing Japanese Language Evaluation Test held in Osaka, Osaka Prefecture. According to police reports, he allegedly violated regulations concerning the creation of illicit electronic records by acting as an intermediary between individuals seeking to cheat on the exam.

This particular Japanese language evaluation is a prerequisite for foreigners applying for the Specified Skilled Worker visa in the nursing sector, a program designed to address Japan’s growing labor shortage in healthcare.

Investigators allege that the suspect used social media platforms to solicit individuals willing to pay for proxy test-takers. He then allegedly connected them with individuals willing to take the exam on their behalf, receiving compensation for his services.

Both the proxy test-taker and the individual who hired them, also Vietnamese nationals, have already been convicted and received suspended sentences for their involvement in the scheme, specifically for violating regulations related to the creation of illicit electronic records. The recently arrested individual is accused of orchestrating the connection between the two.

Authorities have not yet disclosed whether the suspect has admitted to the allegations. The investigation is ongoing, and police are likely exploring the extent of the operation and whether other individuals were involved.
