Seoul, South Korea – June 9, 2024 – The South Korean Ministry of Unification has issued a strong statement urging activist groups to cease their practice of launching leaflets across the border into North Korea. The move signals a potential shift in the South Korean government’s approach towards inter-Korean relations under the new administration.

The Ministry expressed its regret over the recent actions of these groups, particularly the repeated instances of launching leaflets despite government requests to refrain from doing so.

The government expresses regret that defector groups have ignored government requests and again sent leaflets to North Korea on June 2, following similar actions on April 27 and May 8, said Koo Byung-sam, spokesperson for the Ministry of Unification, during a press briefing on Sunday.

The Unification Ministry’s stance marks a notable change from previous administrations, suggesting a possible effort to create a more conducive environment for dialogue and reconciliation with North Korea. The leaflet campaigns, which often contain criticisms of the North Korean regime and information about the outside world, have long been a source of tension between the two Koreas.

The South Korean government fears that these activities could escalate tensions on the Korean Peninsula and endanger the lives and property of residents in border areas. Such actions could exacerbate tensions on the Korean Peninsula and pose a threat to the lives and property of residents in border areas, Koo Byung-sam emphasized.

The Ministry of Unification has pledged to maintain close communication with relevant agencies and organizations to ensure compliance with regulations such as the Disaster and Safety Management Basic Act and the Aviation Safety Act, which govern activities that could pose risks to public safety.

The decision to publicly urge these groups to halt their leaflet campaigns reflects the South Korean government’s commitment to managing inter-Korean relations in a responsible manner. Whether this approach will lead to a breakthrough in the currently strained relationship between the two Koreas remains to be seen.
