Berlin/Seoul, June 5 (Yonhap) – In a significant win for South Korea’s nuclear energy sector, Korea Hydro & Nuclear Power Co. (KHNP) has officially signed a contract with Elektrárna Dukovany II, a subsidiary of Czech power company ČEZ, to construct a new nuclear power unit at the Dukovany nuclear power plant. The contract, valued at 26 trillion won (approximately $19 billion USD), marks a major milestone for South Korea in the global nuclear energy market.
The signing ceremony, which took place electronically on June 4th, followed a crucial decision by the Czech Supreme Administrative Court to overturn a lower court’s injunction that had temporarily blocked the contract’s execution. This legal hurdle, imposed by a regional court in Brno in May, threatened to derail the project, but the swift intervention of the higher court paved the way for the agreement to proceed.
KHNP secured exclusive negotiating rights for the Dukovany expansion project in July of last year. However, the path to finalizing the contract was complicated by an intellectual property dispute with U.S.-based Westinghouse Electric Company. The disagreement centered on the technology to be used in the new reactor and threatened to further delay the project.
The resolution of the dispute in January, which saw KHNP and Westinghouse reach an agreement to terminate the related legal proceedings, cleared the way for the contract signing. Initial plans called for a signing ceremony in May, but a last-minute challenge emerged in the form of a lawsuit filed by French energy giant EDF (Électricité de France) with the Brno regional court.
The Czech government has been seeking to expand its nuclear power capacity as part of its strategy to reduce reliance on fossil fuels and meet its climate goals. The Dukovany plant, located in the south-eastern part of the country, currently houses four nuclear reactors that provide a significant portion of the Czech Republic’s electricity supply. The new unit will further bolster the country’s energy security and contribute to its decarbonization efforts.
The successful signing of the contract represents a major achievement for South Korea’s nuclear industry and demonstrates the country’s competitiveness in the global market. It also underscores the growing importance of nuclear energy as a clean and reliable source of power in the face of climate change. While challenges remain, including potential future legal challenges and ensuring the smooth execution of the project, the agreement marks a significant step forward for both South Korea and the Czech Republic.
