Seoul, South Korea – In a move that could signal a gradual easing of diplomatic isolation, Swiss Ambassador Jürg Burri has officially commenced his duties in North Korea. According to the Korean Central News Agency (KCNA), the state news outlet of North Korea, Ambassador Burri presented his credentials on February 20th.

The presentation of credentials to Choe Ryong-hae, Chairman of the Standing Committee of the Supreme People’s Assembly, who was acting on behalf of State Affairs Commission Chairman Kim Jong-un, took place at the Mansudae Assembly Hall in Pyongyang.

Ambassador Burri holds concurrent ambassadorships to China and Mongolia, highlighting the complex diplomatic landscape surrounding North Korea.

North Korea’s stringent border closures in 2020, implemented in response to the COVID-19 pandemic, led to the departure of most foreign diplomatic missions from Pyongyang. While the country reopened its borders in August 2023, only a limited number of embassies, including those of China, Russia, Mongolia, and Cuba, have been permitted to resume operations.

Sweden re-established its diplomatic presence in North Korea last year, and now with the formal commencement of Ambassador Burri’s duties, there is growing anticipation that other Western nations may soon follow suit and reopen their embassies in Pyongyang.

This development comes at a time of heightened geopolitical tensions in the region, making the presence of neutral actors like Switzerland potentially crucial for facilitating communication and understanding. Switzerland has historically played a role in mediating international disputes and providing humanitarian assistance, and its continued diplomatic presence in North Korea could prove valuable in navigating the current complexities.

The reopening of Western embassies in Pyongyang would not only provide a vital channel for information gathering and analysis but could also contribute to fostering a more nuanced understanding of the situation within North Korea. It remains to be seen what impact this development will have on broader international efforts to engage with North Korea, but it represents a potentially significant step towards re-establishing diplomatic normalcy.
