Seoul, South Korea – North Korea dispatched thousands of workers to construction sites across Russia in 2023, according to a report released today by South Korea’s National Intelligence Service (NIS). The revelation underscores the ongoing efforts by Pyongyang to circumvent international sanctions and generate much-needed revenue.
The NIS believes that North Korea is exploiting loopholes, such as student visas, to evade UN Security Council Resolution 2375, which was adopted in 2017. This resolution prohibits member states from hosting North Korean laborers and mandated the repatriation of all North Korean workers by December 2019.
The alleged scheme involves sending North Korean citizens to Russia under the guise of educational pursuits, only to have them engage in construction work upon arrival. This allows North Korea to earn foreign currency while technically adhering to the letter, but not the spirit, of the UN sanctions.
The report comes on the heels of a Radio Free Asia (RFA) report citing data from Russia’s Federal State Statistics Service. The RFA report indicated that 13,221 North Koreans entered Russia in 2023, an eleven-fold increase compared to 2022. Of those, the largest group, 7,887 individuals, entered Russia citing education as their purpose of visit.
This surge in North Korean arrivals, particularly those claiming educational purposes, has raised concerns among international observers about the true nature of these visits. The South Korean intelligence report provides further evidence that North Korea is actively seeking ways to circumvent sanctions and exploit opportunities for economic gain in Russia.
