Suwon, South Korea – Prosecutors in South Korea have requested a 20-year prison sentence for Park Soon-kwan, the de facto owner of the ARICELL battery factory and chairman of its parent company, S-Connect, in connection with a devastating fire that killed 23 people. The fire, which occurred at the ARICELL factory in Hwaseong, has sparked outrage and scrutiny over safety standards and labor practices within the South Korean manufacturing sector.

The Suwon District Court’s Criminal Trial Division 14 held the final hearing before the first instance verdict on July 23rd, focusing on Park Soon-kwan’s alleged violations of the Serious Accident Punishment Act, the Act on the Protection of Dispatched Workers, and the Occupational Safety and Health Act.

According to Yonhap News Agency, the prosecution argued that this incident represents the most severe casualty case since the enactment of the Serious Accident Punishment Act. A significant portion of the victims were reportedly foreign workers who were illegally dispatched and lacked adequate protection for their personal safety.

Park Soon-kwan, as the person responsible for ARICELL’s management, neglected the vulnerabilities in the company’s safety management system, prioritizing cost reduction through cheap labor to boost profits, the prosecution stated. They further requested a sentence for Park’s son, the general manager of ARICELL, though details of that request were not immediately available.

The case highlights critical concerns regarding the exploitation of foreign labor and the lax enforcement of safety regulations within some South Korean industries. The prosecution’s strong stance reflects a growing demand for accountability and stricter oversight to prevent future tragedies.
